If lucky, the tenant will put some money in the potted plant on the 1st floor. Select the tenant and the evidence from the bottom 'Evidence Collected' section. Blackmail Letter: use this option to send a blackmail letter to a tenant.The more items you add to the profile, the more money you make. Place all gathered info that you want to report (from the top-section 'Information Collected') into the Profile with then press to send the profile and receive some money. Profile: select this option and then select a tenant.Once reported, the police come to search the apartment and arrest the tenant. You can only report for one piece of evidence at the time. Select the tenant/family member and add the evidence from the bottom part of the right window (Evidence Collected section). Report: select this option to report a tenant for illegal items/activities as per the Government Directions.When interacting with the computer, the third option is to Profile/Report/Blackmail a tenant/family member.
When you don’t have all camera’s installed yet, you can also peep through the keyhole of their door (2 nd option when interacting with the door) to observe them. When you have camera’s placed in apartments, you can instantly see when the tenants are doing something suspicious.
You can also observe tenants both to catch them on stuff you can use in your Profiles, as well as stuff you can use to Report then and get them arrested. Press to plant the item in the furniture. If you need to plant an item in a room, search the furniture until it’s content-window comes up, and then select an item from your inventory on the left. Browse through the items in the furniture, and when you see something of interest, you can press to record it in your notebook. You can then interact with the furniture to search its contents. When a tenant is not in his room, you can interact with the door and choose the first option to let yourself in. Information you can use to profile/report a tenant will be highlighted in red. Just go through all options except when the guide mentions to skip a certain option. When talking to tenants/family (when they don’t have an exclamation mark), you can find out some extra info about them or other tenants. You will be using this a lot as it’s the core-purpose of your job. For incoming Ministry calls, you have 5 hours to pick up the phone. Use the phone at the right side of your apartment in the basement to receive tasks, dial in completed tasks, dial numbers you find throughout the game and to phone other people where the storyline allows. In my first playthrough I haven't used this bills page at all Some bills are on a timer, but I have not figured out why that's important and what happens if the timer expires. Responses, here you will see the result of your Profiles and Reports. Government Directions, here you will see what items/behaviors are illegal as of when. From this page, you can also repair apartments and choose new tenants to appear. Highlight and press on a tenant to view information as well as discovered items/behavior If tasks are partially complete, you'll find checks here for the completed parts When that happens, you'll see a green highlighted icon. At some moments, you will see your tenants do something that's prohibited or interesting for their profile. If you want to steal an item, press (but don't do this too often). When you are searching furniture and find something that's either prohibited or interesting for their profile, press to collect the evidence. Also, when you need to place some camera’s, but they are not being highlighted, use to highlight them. Just walking up to them sometimes highlights the from furniture, in that case you can use or to select the correct piece. When you are in an apartment searching furniture, sometimes there are two pieces of furniture close to each other. The buttons for most controls you need during the game are also visible on screen. If you need to talk to a tenant that isn't in the building, or you are waiting for them to leave their room, you can use to speed up the game a bit. 
When you need some time to look, think or read the walkthrough, pause the game to stop the timer. Because most tasks are timed, is your friend.
